Where were the NCO's and Officers? Were they not conducting regular inspections and walk throughs? My guess is that they were conducting office leadership, meaning they handled everything by memo's and no actual face to face. My 1st tour, I was holding morning inspection. Had a sailor who was still hung over. Kept a mental note, and noticed that it happened for a few days in a row. Brought him in for counseling, he had all sorts of stuff going on at home. Sat down with leadership, got him time off to deal with the stuff at home, and then rehab. He did a great job after that and retired after 20. My point is that if I hadn't done the stuff that is required, I never would have known until it was a much bigger problem.

Sir that's what we do, small unit leadership know your troops. This should be especially with a Security unit like this, they should know each other inside and out, that's how a small unit team works, you know who is putting out and just not putting out. I think one problem would or could be they don't do things outside the Guard post, they just treat it as a job on shift off shift, don't even know if they do PT together off duty and on duty stuff as a team or unit.
