DEFCON has no sign up, and you can only use cash. The value of a list of names to law enforcement is high. DEFCON has more people who do not like to get arrested. LEOs do enjoy attending and learning. They have a Spot the Fed contest. Blackhat is more corporate and you can pay by credit card and use your name. Often the speakers are the same or similar.
