I've actually recently had an experience where my own Webelos were touring the USS Lexington during an overnight event with a bunch of other Cub Scout packs and Boy Scout troops. I was excited for the boys to be around a significant number of older scouts. During a scavenger hunt on the Aircraft Carrier, my boys got ahead of me a little and suddenly came back to report a Boy Scout was being rude to them, told them to move, and used the N word for one of the boys who was Black. I immediately asked them to point him out, but they couldn't find him immediately. After about an hour, we walked by him and they pointed him out, yelling "that's the guy who used the N word!" What amazed me was how fast the kid responded, before my Webelos even completed their accusation, stating he never said that. What also amazed me was his Scoutmaster, who was right there, followed suit, immediately after the Scout denied he said the word. It was simply too fast of a denial. I attempted to speak with the Scoutmaster, but he didn't even want to discuss the issue and moved away. Seems to me, if I were the Scoutmaster and one of my kids were being accused of using racists words, I would at least hear them out.
I am ashamed to know that this could exist in the scouting program. It has no place in scouting. I grew up with the scouting program where I was able to be a part of troops in Spain, Panama, Guatemala, and eventually the US. I spent plenty of time earning the World Crest Emblem, before its requirements were eventually replaced by the International Activity Patch. I've come across scouts from all over the world, camped with them, and competed with them. How in the world it can be hijacked by those who are racist or bigoted is beyond me.
