Marine one-star cited for misusing aide, taking gifts from subordinates

How does one who is a leader not know what the boundaries are when dealing with subordinates? Not the personal loans (which is sketchy), but having your aide do personal business and your aide is a female? You'd think knowing that, and in today's world, you'd be on your P's&Q's regarding appearances and interpretation of actions.
