It does mean you will NOT face consequences from the government for that speech, WITHIN certain limitations. Was her speech inside or outside of those limitations...? I don't know. Based solely on what is in the article, I'd say she bears no criminal or civil liability. But I find her comments reprehensible and I would shun her.

SFC Kelly Fuerhoff - My mother whom I loved dearly, was prone to occasional bouts of melodrama. One day she said to me, my brother, and my sister "You'll all be happier when I'm dead!"
My brother did even blink, he went to the tool box, grabbed a box cutter, and placed in the table in front of her.
My sister explained to her to make the cuts lengthwise, so they couldn't be closed up.
I, feigning outrage, said "Enough, this is all wrong! Stop it!! Mom.................(long pause with plenty of dirty looks at all), if you are going to kill yourself can you do it near the rose bed, I believe the blood and the urine when your bladder voids are good for the flowers. Plus I don't have a mop and bucket to clean up if you do this inside."
Everyone, including Mom, laughed their asses off. But you have to know your audience.

Maybe not jail, but a mental institution. Sounds like her mind has a few loose screws.
