That is correct. The best way to help the poor is to get out of their way. These artificial props are barriers which exacerbate the issue. Benjamin Franklin said it best:

"I am for doing good to the poor, but I differ in opinion of the means. I think the best way of doing good to the poor, is not making them easy in poverty, but leading or driving them out of it. In my youth I traveled much, and I observed in different countries, that the more public provisions were made for the poor, the less they provided for themselves, and of course became poorer. And, on the contrary, the less was done for them, the more they did for themselves, and became richer."

On the Price of Corn, and Management of the Poor
Printed in The London Chronicle, November 27–29, 1766

The topic of the minimum wage has always been relevant, it has a strong impact on the country's economy. I read more about this here https://studydriver.com/minimum-wage/ while looking for materials to write homework. Minimum wage legislation emphasizes the importance of establishing a price floor within the labor market so that each worker is guaranteed a minimum income regardless of age, gender, ethnicity, or level of education and specialization.

That didn't last long, did it? LOL If I were a waiter in DC, I wouldn't worry about $15--I'd work at a restaurant for whatever, and make my money on tips.

Not long at all and that's why it's failing everywhere it's been tried. People tend to tip less when they have to pay more. Restaurants and bars will never eat their profit, they will pass it on to the consumer and some of those consumers who benefited from the wage increase lose more.
