I don't know about you all, but I was always under the impression that if my Commander, my boss, told me that I "should" do something work related, that it was more of a respectfully worded order... not really an option.
When is a "should" from a superior officer NOT an order to do something?

Never once in my career did I have to say "that's an order". In the officer corps when I was in, you were discouraged from doing so. Rather, you would say things like "I'd like you to... or yes, "you should..." as in "you should have your unit ready to deploy at 0600 tomorrow." LMFAO at anyone who would think that was a "suggestion" and not an order or has a different meaning than "Have your unit ready to deploy at 0600 tomorrow".
Back in the old "rock painting" days for VIP visits, do you think if the POTUS visited a post, and as they were walking around, the POTUS said to the post commander, "you should paint your rocks red instead of green" that if the POTUS returned to that post a month later, every f'n rock on that post wouldn't be painted red?
(and yes, that's an analogy not an actual example, though there were days when rocks were definitely painted)

Orders are better received when they are couched in words like "should" or "could you".....but they are still meant as, and perceived as, orders. Anyone that ignores a "suggestion" from their boss, will learn that lesson the hard way. Love the painted rocks analogy.......the painting of rocks is a real thing for sure!
