I don't know much about naval tactics. The impression I get is in the 1700 and 1800s our navy was small, but it won it's fair share of victories due to maverick leadership or focusing on the quality of the ships as opposed to quantity.

Kings College of War Studies used to have an excellent blog open to the public and I frequented it, and participated in discussions. Alas, I don't know what happened to it. They are on Twitter (@KingsOfWar) and when I looked just now, a member had posted a link to a new book he authored that looks rather interesting as well as links to other articles and discussions...
