I read the article. It sounds like the Trump administration placed less emphasis on climate change, and as a result needed fewer people working in that area. Policy changes drove a need to move people. But one guy's not happy about being moved, so he filed a complaint. I don't see this as an abuse of power (government employees have no right to expect to never change jobs or be moved), and this guy is no whistleblower. He's just unhappy his cheese got moved.
