I was watching the interview of three of Obama's Defense Sec and it was interesting that ALL of them said he had no experience and was being pushed and directed by staffers with even less experience than he had and this post is just another in a long line of proof he has zero idea of what needs to be done to keep us safe. Leads from behind because he doesn't have the knowledge to lead period.

"Experts say administrations often direct military leaders to tone down their rhetoric ahead of major talks, but the current directive comes at a difficult juncture. U.S. leaders are struggling to find an effective approach to stopping the island-building without triggering a confrontation"...this paragraph will be skipped over and not mentioned, so this "silence" order has happened before is what I'm taking it to mean.
What I didn't see in the article nor do I expect it, is a solution. This is becoming Russia pt 2, where the solution that most want is to fight them, and to the victor go the spoils. While I'm a firm believer in the need for war, going balls to the wall from the get go only shows all of your cards, and allows them to adjust accordingly. Russia and China won't be "shocked" or "awed" by a damn thing we do, and they both are in the UN Sec Counsel. They could make our lives kind interesting too from those chairs.
