I remember what those situations were like in the Republic of the Philippines. We experienced several Cat 1 & 2 storms and a direct hit by a cat 4 / 5 Hurricane. We lived off the base in a secured housing built and owned but wealthy Filipinos for military. Our home was concrete block with a corrugated tin roof which we confirmed was anchored down good, after we experience no damage. during several storms. However, the noise during bad storms was defining and scare the kids. However, the grass huts across the concrete security wall were totally flattened a couple times. But within a week or two the homes re-thatched. I was impressed. And when it flooded , it was no time to be traveling anywhere off our one road directly to the base.
