That's not what the bill states. First, it doesn't require "free" abortions for all, it states that insurance carriers in Oregon must offer abortion services without a co-pay. The insured will be paying premiums for that coverage, ergo, not free. For people without insurance, including undocumented women, the state covers the cost.
