To counter Russia? I doubt if Putin will let us supply them.....you'll have to get them somewhere else.

I wonder if this in part due to the recent shift of focus towards China? In a world of finite resources, I expect all of the COCOMs to lobby for more stuff, knowing that it comes at the expense of another region...
