Participation medals for naval officers. It is a sign of the times. I mean, we wouldn't want his self esteem to be crushed because he lost. Losing is just as good as winning isn't it?

Participant medals are not a problem of the recipient(s), they are an issue for those that award them and think they are appropriate. Doing your job, unless in a manner so incredible it is distinguished from almost all others, is not a reason for a medal IMHO.
