Well your part right fortunately China is very much worse in terms of the type of corruption were their individual branches of the military particularly the navy and Army have a very unhealthy rivalry to the point of purposefully withholding support out of political differences. The problem with PLA is it is often chaotically getting bigger and smaller like right now the PLA just downsized by an astonishing 400,000 within 1 year our forces have never done that since the end of Vietnam and that was because of the purge of draftees from the military starting in 1973 but about a 3rd of the 200,000 demonized troops were replaced by recruited volunteers by the end of this.
