While sequestration has not caused catastrophic failures in terms of programs including sustainment and maintenance specifically yet that is not surprising SFC Joe S. Davis Jr., MSM, DSL. The services have some latitude in how they allocate funding and they have been able to focus sub-optimum funding to those systems, units and platforms which are most heavily demanded.
The biggest loser has been in pay and other benefits which have diminished relative to civilian counterpart employment. Some of the "best and brightest: junior officer and mid-grade NCOs and warrant officers have left for greener pastures as they read the writing on the wall - RIF coming.

Cut the military by 50% starting with low performers, Raise pay and benefits by 25%. Send everyone to ranger school. make it a one-war model not 2 war, stop nation building. Highly trained beats numbers in today's world of alliances, terrorist states, and detente based on military prowess. That's my overly simplistic utopian view of the situation. Kill the bad guys, but let the dictators and terrorists fight with each other. I call it: operation "what the military is supposed to be used for."
