Lt Col Charlie Brown SCOTUS needs to declare all such laws unconstitutional, and anyone arrested or fined gets recompense.

Most of the shootings seem gang related, and many innocents get hurt by stray shots, as this case appears to be.
I have heard the idea of putting all gang members on a island, with a knife and bottle of whiskey each. Leave them there for a week or so, then stop back and shoot the one survivor.

I have a hard time believing a 12 year old (which is prime gang recruiting age) was an innocent bystander in this case. Maybe he is, maybe he isn't.
