I am not in concurrence with the wave theory in this.. for it ties too much to one area and not to the whole of the insurgency - be it AQ or IS. An interesting read.. but can it answer how a insurgency is able to shift efforts and resources towards sucesss... much less how sucess is defined by them and Not US.

We need to pay more attention to Libya than we have been. That is where I think an international brand of ISIS will reconstitute itself.
If we want to defeat these assholes, we need to continue to make inroads on their means of communication and recruitment. We are quite good at this task, but it needs to be resourced adequately to get after their C2, fundraising and money laundering ops, and means of enticing new followers.

Libya and Mali are two areas where they are thriving... and Afghanistan and the Philippines are places with potential. We have yet to challenge the ideology, and until we do, we can frustrate their efforts.. but we can not maintain the pressure because time is on their side and not ours.
