The Democrats dream could morph into their worst nightmare if the Articles of Impeachment incited a trial of their own crimes. Freezing them would allow the Democrats to keep an ax hanging over President Trump's candidacy for re-election (or so they think).

I think this is just a gambit to keep the spotlight a little longer. Once it goes to the Senate, Pelosi's opinion is sidelined and who know where this goes.
