I trust that we are all aware of when the President is trolling.
But if you are not... he is trolling.
As for Congress, they are free to bring a resolution for or against to the floor now that they are back in session. I'm sure a rebuke of the President and a show of support for Iran would totally pass and really show everyone who is who in the zoo in DC.

In seriousness, I think reasonable people can disagree about whether this was a good idea or not to strike Solameni. It is fair to question whether this will escalate and make matters worse. What I don't think anyone can question without being a complete hypocrite is whether this strike was conducted in a manner completely congruent with previous Presidents' actions. The truth is that Trump can do this, and the contortions people that oppose him are putting themselves through after quite recently condemning Trump for his approach on other Iranian provocations is stunning, even for DC in an election year.

My step-daughter came home from her dad's on Sunday, and she was all worried about WWIII breaking out. Apparently, there was a latent reservoir of middle east policy experts and Iranian Studies doctors out there on facebook that know all about this. I calmly let her know that this is not a thing, but if it were, I and a few of my closest friends would see to it and she would be safe.
That was good enough for her. I am quite certain she slept just fine.

Then again if we take this seriously, I don't believe that there is a provision in the War Powers Act that stipulates the method the President should use to notify Congress.
I have thought for a long time that Congress should revisit and amend the WPA. Maybe this will present an opportunity to do so.
I rather doubt it, though. Congress has not exactly inspired confidence that they can do more than one thing at a time - or one thing at any time for that matter.
