In some cases, yes. Another issue is that people that need the drug, say for lupus, can't get it because of increased demand.

SPC David S. But let’s not lose sight of the reason why Pres. Trump taking golf trips to expensive, high-end golf resorts (that he just happens to own) is an issue in the first place: He said more than once during the 2016 campaign that he wouldn’t be golfing AT ALL!
He didn’t say, “I’m not going to golf a lot.” He didn’t say, “I might golf occasionally.” He didn’t say, “Mmm.. maybe just a couple of times.”
No, more than once, he made a big issue of how many times Pres. Obama went golfing. And more than once, he assured us, “I won’t have time to go golfing.” “I’ll be too busy in the Oval Office working for you.” “I’ll be working for you in the White House. Why would I want to go golfing?”
The CORONA-19 issue may keep him occupied/distracted enough for the remainder of this year, but that won’t change his golf game tally. In just three years, Pres. Trump has played more golf than Pres. Obama did in eight years! That’s the issue with his lying, I mean golfing.

On the surface - could be a problem. Just like all the Congressmen (R) & (D) that jumped the stock exchange *before* any major announcements of COVID19 were let out to the general public.
