I normally take the Army/Air Force point of view in these type of issues, but when you get down to it, this is a Navy issue and Esper should go with their recommendation.

This whole thing was a mess. Bypassing your chain of command and allowing operational information to leak is a serious breach. However, after Modly's stunt, I would say there are reasons to believe Captain Crozier was not getting the support he required and deserves a second chance.

He wasn't bypassing his chain of command, he included everyone in his chain in the letter that he sent to a limited number of people, not the 20 to 30 that Modly falsely claimed.
