Who knows if it's true? It's so easy to dump something in media cesspool, plus it would likely be classified, making it hard to defend . I reserve opinion absent verifiable facts. Anyone that thinks this practice is new, never heard of cash for scalps. Mercs have been around since they started paying people to fight.
