The author is not smart enough to know that the purpose of the military is not to occupy cities. Funding is purposeful, funding the DoD is not for the purpose of busting heads in the cities across the nation. As an example, Trump illegally took DoD funds for the wall. Congressional budget appropriations for the DoD does not support building a wall, those two activities are completely separate. He is not cognizant that our founding fathers had significant concerns that the military might take over the country, hence they wanted to minimize military actions in regards to civil rule of law.
