They do not want to cause a panic and say this virus has mutated into a zoonotic virus. But this is one reason why the virus can't be contained.

Zoonotic means that it jumped from animal to human, not the other way around.
I think that the word that you want to use is anthroponosis, which is the opposite of zoonosis (the root of zoonotic).
