It is a truly bad idea. The conduct of elections is the purview of the states and it's the states' responsibility to police elections. If a state fails in its responsibility, it is the responsibility of that state's citizens to clean up their act.

CPT Durish has it absolutely right. This is why the proposed voting bill (HR 4) that was defeated earlier this year was so bad. Putting the Federal Government in charge of overseeing state elections would enable the party then in power to appoint people who share their political view and could manipulate or influence the election to favor their party. The several states should remain in charge of running their elections. Changing that should require a Constitutional Convention.
