The quickest way to fix the legislature would be term limits. That said, they will never give up the power they've granted themselves. It's up to the states and, unfortunately, we see a level of corruption within state and local politics that appears to be a springboard into the fed; they aren't going to fight to limit power in congress when they aspire to be one of them.
