I would guess it is more an attempt at voter suppression. In a VAST oversimplification, Democrats support unions and also shun large gatherings. Republicans are anti-union and have no problem with large gatherings.

By requiring in-person voting they are trying to make sure only the anti-union folks vote.

SFC Casey O'Mally - Amozon can not restrict voting. It is just harder to manipulate a vote when people vote in person!

LTC David Brown they can't restrict the voting. But if they make conditions such that certain demographics are less likely to vote, they can still manipulate the outcome.
