Do you have anything from a reliable source? I don't see this anywhere but here, and the language used in the article is typical right-wing propaganda style writing.

Don't see any mention of a "war" on ANYONE by the city government of Portland. Considering that Mayor Wheeler is the Commissioner of Public Safety (that is the default in Portland's set up), Mayor Wheeler himself is probably the BEST source of direct information concerning law enforcement tactics, resources, and rules of engagement.
