Cannabis was not legalized until after the incident happened. Canadian Forces can have marijuana on their off-duty as long as it is more than eight hours before they start their shift but when it comes to weapons or Aviation, I believe the regulations call for a longer time span so I know they're not going to get the Hillary Clinton Teflon treatment because this happened before marijuana was legalized and it could have endangered the troops at a live fire exercise. I don't think you're going to have the Canadian civil liberties Union go after the defense of the idiot who spiked the cupcakes.
