I had not heard anything about a leak at the IRS until I saw this Opinion piece. So I went looking for the story;

Then Propublica worked some kind of magic to write a story about How the wealthiest among us don't pay enough taxes, based on numbers somewhere in the clouds. You might own a thing that someone else thinks is very valuable. In reality it is valueless, until You actually sell it. No matter what someone else appraises it's value to be. How many of us have "Sold" a car to one of our children for $1.00 to avoid sales tax. Billionaires just do it with bigger numbers. We're all looking for "Write Offs" come tax time, like claiming that Caddy is a business expense. For whatever reason someone at the IRS did a bad thing and an investigation is needed.
