Because it is easy to steal infrastructure money especially when you play fast and loose with the definition of infrastructure

Playing fast and loose with transportation funding started in the early 1990’s when Congress passed legislation to allow transportation funding on transportation enhancements: street scape projects, sidewalks, roofs for former train stations, etc. It’s gotten worse each year since then.
