First and foremost, whether a shooting is justified is based on the situation, department policy, and current law/case law.
In this case, the occupants of the vehicle had been committing an escalating series of crimes which included armed robberies (no report on if someone was injured),
they were involved in a high speed chase in areas that put other people at danger.
It doesn't state whether the police knew the identity of the suspects and whether they could have caught them at a later date.
The story states the officers surrounded the vehicle when it stopped, but then it started to move again. It doesn't state if any of the officers were in a location that could have been injured by the vehicle.
At this point, the question would be if a reasonable officer thought the occupants presented a credible threat or future threat to someone's life.
The Grand jury and the judge did not believe the Officers actions violated the law. The fact that both believed this indicates to me that there are elements favorable to the officers actions left out of the story.
It is difficult to determine the motivation of the prosecutor based on this story to file charges of murder against the officers when a Grand Jury refused to bring charges and a judge stated that afterwards that the actions of the officers were legal and warranted. It may indicate a progressive or social justice prosecutor who believes it is good politics to file charges against the police despite the legality of their actions
