Let me solve the mystery. He was stealing mail. Some of those pieces of mail included ballots.
This is why it is still the voters responsibility to ensure they receive a ballot and most states have a way, when you send your ballot back, to ensure it was received by the state. Mail in voting still requires the voter to be responsible for their ballot.
You can be sure I checked if my ballot was received.

We can only tell that by the pictures and the pictures were taken somewhere other than the car. I.e. the police separated them or potentially (based on looking what they are in) that it was a bulk shipment of ballots to a municipality that was intercepted instead of individual ballots going to people's houses.
All that is speculation of course because we can't see what they are shipped in nor know if that's how they were found in the person's car.
From the description of what was found in the car, this guy looks to be a junkie stealing mail to keep his habit alive.

Unopened means the voters did not get these ballots. He could not change the results of the recall vote. The voters involved will get new ballots. So, what was the motive by this felon?
