Is it responsible to shut down the government in the middle of a pandemic in which it is funding vaccine distribution for?

My apologies, I tried to delete this article because it reflects the government shutdown a year ago but we are a few days away from a shutdown.

I think the President should lock the Senators and Representatives in the Capital until they complete the job they are responsible for, a budget. There is indoor plumbing and they can eat MREs. If I remember my Civics correctly, the Legislative branch is supposed to pass and present a budget to the President. Not a stop gap spending authorization, not a partial budget, but a complete budget.
We as a people should come up with a few referendums to address things like a Balanced Budget Amendment, Line Item Veto Amendment, and Term Limits for Senators and Representatives. Place these in a Federal election and see what happens when the people of America speak for themselves.
