I don't understand any rational for delaying the flights except screening concerns that would apply to non-citizens. This screening could be accomplished in any third party country or even in the U.S.

I don't see any news stories with the State Department denying what is reported here. I will keep looking. I am sure they will say something when they figure out how they want to spin it.
