If you don't wear a shirt or shoes a business owner can refuse you. In my city business owners were given to choices require masks or require vaccination an have someone check through proof of vaccination when entering the place of business. Bar owners can't let anyone under 21 enter the bar same with a casino requires someone to check your ID for age. This is the same concept.
