There's more to the story than this. The case was originally filed in 2015, about 3 years after the marriage, but wasn't finalized until Feb 2019. Since that date there have been a flurry of motions, including a couple of motions for contempt. Based on the public court records, it looks like there were plenty of opportunities to employ counsel.
Also, the SCRA only grants a 90-day stay to notify the service member. Anything after that has to be asked for, and the court does not have to grant it. After that, there are procedures that the service member has to follow precisely to use the benefits of the act.
