163 House member voted against it? I don't know what else is included in the bill, but this speaks volumes about anyone who voted no.

Sounds interesting. Have not heard of this legislation prior. Raises questions. What does "The VA would also have to provide a way for veterans to opt out of coverage" mean? How does this affect private plans offered by employers or private plans purchased by self-employed? Is this like Medicare where there is a penalty levied if you opt out at 65? Meaning, if you opt out, is there a penalty? If so, what does that look like? Or, also like Medicare, can private plans unilaterally become 2nd payers, perhaps reducing the range of services available?

From unofficial VA sources, no penalty imposed. If you, like many of us, choose not to have VA in your medical life, then you will simply select option declining services. Not sure how it will combine with other 3rd party/pvt/gov payers, but I'm told that will not change from the current. Again, all unofficial at this point.
