Very rational decision. They will be of more value when they are indoctrinated in what the Marine Corps does, its missions, and organizations.

Good. The title "Marine" is earned through boot camp, OCS, or Annapolis, not given "just because we need them".

The title is only earned through boot camp or OCS. What the Naval Academy grants is an Active Duty rank while pretty much ALL ROTC/MECEPS/etc officers are considered Reserve Officers on Active Duty.
