I'm not sure if Russia cares if they commit war crimes, based on the current structure of the UN there is very little they can officially do about it. But they do appear to be going after civilian population centers.

One expert pretty much said about the only way to put Putin on trial would be if they revolted against him and then handed him over for trial.

SSG (Join to see) I agree with that. Short of all out war with Russia in which we win I don't see how else it would happen. Russia has veto power on the security council so as long as Putin is in charge of Russia there is very little the UN can do with them (or us, or China, etc).
