I can actually see in their world that this might work. Look at President Biden releasing oil from the Strategic Reserve. They knew it wouldn't help.

During the debates, both primary and Presidential, Biden declared war on the oil industry. Now the policy changes Biden instituted are bearing their fruit Biden wants to deny his success.
