Its a bit more complicated as nearly two-thirds of India's military equipment originates in Russia. From fighter jets, tanks, warships as well as guns. This means Indian's military is dependent on Russia to supply both building materials and finished products for it military. The dependence on Russia extends beyond its military needs. Due to the current conflict and sanctions Russia is offering cheap oil and India has no problem in buying it. As well China has no problem with Russia and considering China's rather substantial efforts to increase its Navy in order to project force in the region I would not be surprised if China and India and not talking "regional" security behind closed doors.

As well Moscow support India's position on disputed Kashmir.

As such I would not count on India helping with Ukraine as there are reaping the benefits of our sanctions.

It gets even more complex once you add China into the conversation. China has been aggressively expanding its navy as it expands its sphere of influence in the south seas.

One would think India would be more cooperative when it comes to Ukraine.

Cooperative to whom when looking from their perspective. The US is not their major weapons supplier.. nor their oil and gas provider - and we are allies with their principle enemy. But we are fast becoming allies due to the PRC. Cooperative is all in the view of the middle ground.
