This is going to drive up food prices and hurt the poor and middle class. Using animal manure or waste may be great for food for animals but there are problems when humans eat food that is contaminated with animal and or human feces. Crop yields are going to suffer.

LTC David Brown West of Phoenix are a number of huge dairy farms. They composte the waste to fertilize alfalfa to fed the cattle. Enormous composting heaps. I'm told (school tour) the compost is less than 25% of their fertilizer needs.

As a soybean farmer...well...this idea could only be used if we used the 'fertilizer' coming out of politicians mouths!
