At least the Navy is acknowledging their mistakes @Lt Col Charlie Lt Col Charlie Brown. Unfortunately, I think there is more to these suicides than just living aboard a ship in dry dock.

Unfortunately I think boot camp and basic training has become ‘soft’ and could be a contributing factor to the increased suicide rate...just my two cents SGT David A. 'Cowboy' Groth

This is nothing new to navy policy. Saying,"If I knew then what I know today, I think we would have clearly delayed crew move aboard," is lip service. Most of the ships I was on went into the yards for refit and upgrade; months at a time. Freezing cold to desert hot thanks to steel bulkheads with no insulation. Cold box lunches every meal for weeks. Don't tell me this is news to the Navy. Some high up folks need to go home where they can't do anymore harm to Sailors.
