You have to remember that the Russian military isn't like ours, they don't have a corps of subordinates that they can trust so the generals have to be out there to give the orders. Pretty much how we trained to fly against Soviet aircraft, if someone wasn't telling them to do it they wouldn't.

A second U.S. official with knowledge of U.S. intelligence-sharing with Ukraine confirmed that the U.S. provides intelligence on movements of Russian units and command posts, but not on individual Russian military leaders.
