Perhaps someone can help me with what is going on here. It sounds like the ship is undergoing renovations. It sounds like someone had a plan to bring sailors onto the ship at a certain time but the ship wasn't ready in time. It sounds like someone decided to have them go on the ship anyway and then don't want to change that for ... reasons.
OK, sometimes conditions in the military are not ideal but outside of some very specific training scenarios and wartime, I expect our people to get sufficient food and water.
