'Civilian drones' means these are unlawful combatants, and have forfeited their protected status. They have also jeopardized the protected status of those aiding them and harboring them and the facilities in which they operate or hide. The perception is that Russia is committing war crimes by targeting 'civilian' installations and people. The reality is that from the beginning, Zelensky has endangered civilians by arming them and telling them to use unlawful incendiary devices (Molotov cocktails) against Russian soldiers. Geneva Conventions were written to PROTECT civilians, but only if they follow the Law of War. Zelensky is using these civilians as human shields, and HE is the war criminal.

"How useful are drones in the Ukraine war?
Though commercial drones are useful mostly for reconnaissance, Ukraine's fleet of military drones has proved important to delivering the actual attack. The large Turkish built Bayraktar TB2 has been used to destroy Russian resupply vehicles and surface-to-air missile launchers."
