MY SAY: All active shooter protocols I am aware of direct the first person on the scene to seek and destroy the threat. Period. If that wasn't done there should be hell to pay and badges to be confiscated.

All you have to do is to watch FOX news. They showed a camera of the kid jogging up to and going into the school. There were no cops anywhere near the scene when the POS entered the school. The Border Patrol officer was the first one on the scene and killed the suspect.
