When I lived on base, I was allowed to keep my weapons in my quarters and freely transport them on and off base. There was no requirement regarding how I stored them in my quarters.
My airmen living in the barracks had to store their firearms in the armory.

This is a very dumb Jar Head using the analogy of civilians should be under the same system as personnel in the military. The military is a strong arm socialist structure with a chain of command and the Uniform Code of Military Justice. Where you are told what to do and when. To the point of sitting on your hands for hours like a prisoner to killing people and breaking things, when told to do so. And practicing in between. That is not what American citizens should or are willing to do.

Actually it is a privacy issue in the first place. If I make a knife or sword do I have to tell someone I have it?They are both tools of war and cause bodily harm and death, just like a gun. Many states have background checks. And they have been there for many years. But it is an expense put on the public, to exercise a right. It is very expensive to have a background check performed, if the individual had never had a security clearance or criminal record. By the way, Have you ever heard of the “Privacy Act of 1974”? PO1 Jeff Chandler - If the "people" constitute the militia, then why isn't everyone a member of a state's Guard? The National Guard IS the militia.

I also kept weapons in quarters. At Fort Gordon there used to be machine gun shoots. Privately owned machine guns were brought to light up targets. Everyone has an opinion. When I was on base in Saudi and Bosnia we had weapons with us at all times.
